Municipal Assistant™ - mSCOA Compliance
12 June 2015
Dear Valued Reader
As you may know, National Treasury is the Project Sponsor for the SCOA for Municipalities Project
with the aim of ensuring municipal compliance to SCOA standards (Municipal Regulations on a
Standard Chart of Accounts) by 1 July 2017.
It is too early for a municipality, or metro, to be mSCOA compliant, as the details of system
integration, and system requirements, are still being finalised, but we are fully committed to this
process and will ensure that we are abreast of all mSCOA developments to prevent system changes
from negatively impacting the operational service delivery responsibility of our clients.
To maintain our commitment to this process, WAMTech will be participating in mSCOA pilot
projects, workshops and training seminars to ensure our system compliance.
As each municipality has its own unique integration requirements, it is important that the necessary
budgetary provision (e.g. from local government financial management grant (FMG) or Municipal
Systems Improvement Grant (MSIG)) is made by each municipality.
As far as our clients are concerned, we recommend that after the legislated mSCOA implementation
process, that each client enter into a 3 year service level agreement (SLA) with WAMTech to ensure
continued support services for a seamless integration process.
We will be contacting our clients to arrange for a meeting, and presentation, of our mSCOA
integration strategy, and discuss options on how we could best align your business processes and
our services to match your individual requirements.
We look forward to assisting each client in making the coming months a smooth and stress-free
mSCOA transition!
Best wishes,
WAMTech team
